The main rule of a good shiv deck is that you don't want things that make shivs better, you want things that are made better by shivs - After Image, Kunai and the other ninja relics. Thousand Cuts can work ok with shivs, but generally the deck that relies on that is not going to climb too high in ascensions. Phantasmal Killer and Thousand Cuts are generally pretty niche.
